Organized by Klaster Kreativa from Stip – a partner organization of the Cluster House Balkan Black Sea Cluster Network “BBS ClusNet”, with the support of the Macedonian Ministry of Economy, will be held on Friday, October 26, 2018 in Štip. The participants of the Forum will be greeted by the Mayor of the Municipality of Stip Mr. Blagoja Bočvarski and the head of the Center for Development of the East Planning Region, Ms. Dragica Zdraveva. The Forum will be officially opened by Ms. Violeta Peeva, President of the Cluster Creativa. The aim of the Forum is to get acquainted and discuss the project “ESTEK” and about the possibilities of internationalizing the business of Cluster Creativa and its partner organizations through cooperation with the Cluster House. Dr. Danka Milojkovic will introduce the participants of the Forum with the Cluster House Model for Sustainable Economic Development and Cluster Internationalization.


On the initiative of the Wood Cluster Herzegovina “DKH” Mostar, in the cluster consortium in the field of wood industry, ICT, tourism, plastics and metals and with the support of academic and educational and R&D institutions, the first cluster conference in BiH entitled “Clustering as Key to Competitiveness” was held in Mostar from 13th-14th June 2018.

The conference fulfilled the expectations of the organizers and co-organizers based on the structure of participants and diversity of the topics, presentations and active discussions.  Presentations from the Herzegovina cluster workshop, videos and photos are available on the following link:

Some of the more important conclusions of the conference are that clusters contribute to the competitiveness of the SME sector; that national cluster policy accompanied by an action plan and budget is important for cluster development in BiH; by building the capacity of cluster manager cluster organizations could provide the progress through the recruitment of new members, the internationalization of cluster business and networking. Cluster linking in the Balkans and in Europe is supported by the participants of the conference as it contributes to the development of trade cooperation among cluster members – enterprises and the commercialization of innovations.

Closing Session of the First Conference Day

The conference marked the ceremonial signing of the Agreement on Cooperation between the Cluster House as a coordinator of the Balkan Black Sea Cluster Network BBS ClusNet and DKH Wood Cluster Hercegovina in support of the mission and formal accession of the cluster “BBS ClusNet”. The BBS ClusNet is the largest collaborative cluster platform in the region that has been formed based on a “bottom-up” approach to cluster development in the Balkans, according to the methodology of the Danish-Serbian Cluster House. It gathers more than 200 clusters in the region in all sectors and from all Balkan countries and about 3000 contacts with actors of cluster development and economic development in the region, Europe and globally.

The organizers of the conference agreed that the first cluster conference in BiH will turn into a traditional business event linking SMEs and institutions through clusters through organization of conferences in the coming years.

The social program of the conference included the tour of the Old Bridge and the Franciscan Church, the historical place Počitelj, the waterfall Kravica and networking dinner at the Bigeste Hotel in Ljubuska. Participants of the conference were able to see and feel the synergy of the activities of the members of the Tourist Cluster Herzegovina.

The overall impression is that BiH, led by clusters in Herzegovina, is moving towards a cluster way of achieving sustainable economic development in BiH in line with the European cluster strategy, which will contribute to more efficient integration of BiH into the EU and keeping of peace in the region.

The Balkan clusters work locally and think globally!



The first TCI regional conference in the Balkans, a powerful tool for cross clusters collaboration, was held in Sofia from 20-22 March. It was definitely the most important cluster event in Europe in 2018 gathering over 130 representatives of public institutions, academia and business community from 26 countries. The conference themed “Turning challenges into opportunities” was prepared under the Bulgaria’s Presidency of the EU Council in 2018  providing a planty opportunities for more effective cluster-based efforts to policy makers, clusters unions and associations, cluster managers and cluster experts.

There were the 7 leding cluster development membership organization: Cluster House, coordinator of the Balkan and Black Sea Clusters Network BBS ClusNet and Union of Serbian Clusters; Czech Republic NCA; Union of Slovak Clusters, Romanian ClusteRo, Bulgarian ABC, Hungarian IKOSZ, and Spanish ClustersEs. Leading experts and practitioners from Europe, Americas and Asia shared their knowledge and experience.

The special Sofia conference edition of “Shared Views“ was publicated with the aim to share knowledge, inspiration and ideas amoung cluster actors.


From the Balkans for the first time the Energy Efficiancy Cluster ENEF, a bronze labeled cluster from Novi Sad, Serbia and the Romanian ASTRICO Nord-Est Textile Cluster from Str. Gheorge attended the TCI conference.

One of conference discussions was focused on putting attention of the EC institutions on the fact that for cluster associations and unions the „networks“ are only one of tools for cluster development. It means that the clusters associations and clusters unions could not be named or clasified by „networks“.

The Cluster House is a good example of the cluster development model in Serbia and in the Balkans. The Cluster House is an union of clusters in Serbia and a coordinator of the four networks: Serbian ClusNet, Balkan and Black Sea Cluster Network BBS ClusNet, CZ-RS SME Trade Bridge Network and BG-RS Balkan Cluster Network. The Cluster House and the national clusters associations and unions in each country should be identified and accepted as partner institutions since they are more than networks, they are the cluster develipoment membership organizations and should be a part of European cluster policy infrastructure.

The EU development interventions should be better splited between public and private sector through implementation of the BOTTOM UP CLUSTER DEVELOPMENT APPROACH enabling environment for setting up dialogue between public and private sectors in the Balkans.

The TOP DOWN CLUSTER DEVELOPMENT APPROACH, which is currently used, contributes to building a bigger gap between public and private sectors, lack of access to development funds and unsustainable social-economic development in the Balkans.

The Cluster Tours in Sofia (ICT) and Plovdiv (Mechanical building) and the galla dinner with the special Bulgarian traditional performance marked the Sofia cluster event.

DK – Southern Serbia Bridge

In the framework of the programme “The Race for the Entrepreneurial Southern Serbia”, the Cluster House Nis in partnership with the Epus-Activator Cluster and the Higher Business School in Leskovcu, is organizing meetings between the Danish Embassy and businesses in Niš and Leskovac.
The hosts of the Round Tables on “Cooperation between Denmark and Southern Serbia” are the Nisava Administrative District and the Leskovac City Mayor Office.
The aim is to find distributional channels and market for the Southen Serbian companies in Denmark and attract Danish investors to the Southern Serbia.
The participants at the round tables will be cluster actors: representatives from public, business and academia.
After succesful implementation of two largest Danish programs in the Southern Serbia: LEDIB and F&B, the new mechanism for DK-RS collaboration is focused on exporters and investors.
During the visit to Leskovac, H.E. Danish Ambassador will open at the Higher Business School premises the “Training Centar for Youth Entrepreneurship and Clusters”, a subject of the Cluster House donation to thr School as an activity of the programe “The Race for Entrepreneurial Southern Serbia”.
This matchmaking evet is oprn only for the Cluster House members and stakeholders.

The CLUSTER HOUSE BBS ClusNet in the TCI Board of Directors


The Cluster House, an initiation and a coordinator of the Balkan and Black Sea Cluster Network (hereinafter BBS ClusNet) is an organizational member of the Global TCI Network – Institute for competitiveness, innovation and clusters based in Barcelona. One of the TCI Board of Directors members is Docent Dr. Danka Milojkovic, director of the Cluster House Nis-Serbia and a manager of the BBS ClusNet. She is elected on the TCI General Assembly meeting in Monterrey, Mexico in 2014 and re-elected on the 20th Annual TCI Conference in Bogota, Colombia in November this year.


Docent Dr. Milojkovic is responsible for the cluster-based economic development in the SE Europe. Her main tasks as a member of the board are following:

  • Take the lead in specific areas of interest (i.e. research and development of new tools and services for members), regional initiatives with special focus on the SEE region, working groups (i.e. cluster evaluation group)
  • Take active part in the organization of the TCI conferences as part of the Organizing / Steering Committee
  • Represent TCI in the different activities and events where TCI participates during the year: Global Conference, Regional Conferences, other TCI conferences
  • Committed to the objectives of the association and actively strive to achieve those and active participation on the Board meetings.
  • Advocacy for socially balanced economic development and employment creation in the SEE region.
  • Enabling business environment for SME development based on collaboration between public sector, academia, financial organizations, media and business community.
  • Establishment of the public-private dialogue for advocating for the needs of SMEs.
  • Exchange of knowledge and experiences in the cluster based economic development in developed countries, countries in transition and developing countries.

Main activities are:

  • B2B/C2C matchmaking, Membership recruitment.
  • Development of the TCI Regional conference in the SEE, a powerful tool for advocating for cluster-based economic development in the region
  • Development of the European TCI cluster conference in Bulgaria in March 2018, a tool for cross-regional networking, promotion and development

RESTART Balkan CLUSTER Development

After 5 long years lack of cluster development in the Balkans, the new optimistic time with the ECCP Greece Cluster Matchmaking event comes for the Balkan clusters.

The Cluster House, an exit strategy of the Danish LEDIB Program 2007-2012 and its self-supported tool the BBS ClusNet (2012) with over 170 clusters in the region, have been recognized by the EC as a potential strategic partner in the region.



50 clusters from the Cluster House BBS ClusNet  and the Mediterranean Region were attended the ECCP Greece Cluster Matchmaking event in Thessaloniki from 13-14 September 2017 cluster network, supported by the Unit of Clusters / EC DG Growth.

Synergy of the ECCP, the Cluster House BBS ClusNet and the EEN on the ECCP Greece Cluster Event preparation heavily contribute to the cluster-based Balkan Region EU integration.



The Balkan Mediterranean Clusters Family was together in Greece with the aim to discuss strategic solutions for RESTART the Balkan CLUSTER development. The Balkan clusters need systemic, long term and bottom up support from the EC. The Balkan cluster intermediary organizations (National clusters associations, cluster management organisations, consulting clusters, etc) and clusters are one of powerful drivers for sustainable economic development in the region and in the same time tools which could boost the Balkans to open its sleepy eyes and successfully integrate with the rest part of Europe.

The next Balkan cluster family gathering will be in Bucharest, 22-23 November 2017 and in Sofia in March 2018.





The Custer House is a partner institution for the Balkan and Black Sea Region of the ECCP Matchmaking Mission in Thessaloniki, Greece.

The Cluster House BBS ClusNet members –cluster in the field of cultural and creative industries, the circular economy, mobility, smart city, agrotech and automotive are invited to register their participation on the 10th matchmaking mission in Thessaloniki, Greece, until 28th of July, getting an opportunity to be selected for refunding participation costs up to 800 EUR per cluster according to EU procedures.

The 10th ECCP cluster matchmaking mission in Thessaloniki, Greece, taking place in the context of the Thessaloniki International Fair, will be held between the 13-14th of September, gathering many clusters from the south east of Europe and officials of the European Commission with an opportunity to discuss S3 implementation and cluster policy in the Balkans.

During this event, you will have the possibility to:

  • Meet other clusters from all over Europe active in the focus sectors during a cluster matchmaking event;
  • Take part in thematic workshops (TBD)
  • Visit the 82nd edition of the Thessaloniki International Fair, with booths specialized in creative industries, agro economy, tourism, etc.

The project is co-financed by the Development Agency of Serbia and GIZ, with the local coordination of the Cluster House from Nis with partners from Leskovac, Pirot and Vranje. Project duration: July – December 2017.
